I agree that a program like you are describing could be beneficial if introduced in the correct manner. I would suggest that if you want to pay this through future license sales that you exempt lifetime license holders from this fee or at least make this fee voluntary for those who hold a lifetime license. When I purchased a lifetime license, I was under the impression that it would include all fees for hunting during my lifetime and that is what I expect. I do not have a problem with adopting a program like this but I believe that there has to be much better ways to come up with the funding. I honestly do not understand why Indiana residents who purchased lifetime licenses should ever be required to pay any additional fees. I am sorry if I come across as insensitive, that is not my intention. I just feel that this matter should be handled much differently than what has been proposed.

Nothing is really "proposed" yet. The IDHA just made a suggestion. One that the Summer Study Committee can discuss, accept, change, add to, subtract from or just flat turn down.
All we are doing is attempting to get everyone's feelings on it and maybe some good suggestions. It has been a good discussion. The two threads about this will be forwarded to the Committee.
So far it appears that there is some disagreement with a mandatory fee. That is why I put up this poll to see what everyone thought about a voluntary program. Of course we all know that "voluntary" sometimes means "let someone else do it" to some folks.
