Yes, another waterfowl question. If a hunter is hunting with a shotgun that is plugged so that it only can hold two 3 1/2" shells in the magazine and one in the chamber,(and only hunts with 3 1/2" shells in his posession) is that legal or does the plug have to be long enough to prevent more than two 2 3/4" shells to be capable of being inserted into the magazine too?

Most oficers are going to go by what you and your hunting partners are using when checking the plug. That is their discretion. However, the federal regulations state that you cannot use a shotgun capable of holding more than three shells. To go by the exact law, even if you only use 3 1/2 inch the plug needs to be adequate to limit the capability to no more than three 2 3/4 inch shells.
