Using one or killing deer with them?
With the number of lifetime licenses out there even making some folks buy one is no clear indicator of how many folks are using them.
If they want to track how many deer are killed with them they could have just used the check in system the same way the do for rifle kills.
I have my belief why they have a crossbow license but in order to save from the normal Woody rebuttal I will keep my yap shut.

If I didn't have a lifetime license, I'd need to buy a x-bow license because I don't have enough time (I feel) to become proficient enough with a vertical bow. If I don't feel confident that I can cleanly harvest a deer, I won't shoot. With a vertical bow, my practice time (proficency) would most likely limit myself to <20 yds so I wouldn't buy an archery license. When I was younger (pre college) I just about wore out a fiberglass recurve where you used the bow handle as an arrow rest. There's a deep groove in the handle now, and the handle started out flat.... Wooden arrows. Sparrows/chipmunks out past 20 yds weren't long for this earth. Now, I'd be lucky to be able to stab them with the arrow.

I see money being shifted around .... those who are buying a crossbow license are no longer buying an archery license.

I would say the gain comes from the women and children who now buy licenses that were unable to before due to not being able to pull back the 35 pounds for a compound bow.
