Couple years ago I called a Indiana CO about rabbit hunting a walking trail in Cass county that used to be railroad tracks posted no hunting. She said if I never carried a gun and only run dogs I was not hunting and was fine. My question is if I dont carry a gun while running beagles on private ground do I need a small game license?

Yes. You would be required to have a hunting license. I do not know about the particular situation you are describing. The city may just not allow firearms. Using dogs is considered 'harassing or pursuing a wild animal' and a license is required. I have posted two definitions below. Let me know if you have additional questions.
IC 14-8-2-128 "Hunt" Sec. 128. "Hunt", for purposes of IC 14-22, means to take a wild animal except by trapping.
IC 14-8-2-278 "Take" Sec. 278. "Take" has the following meaning: (1) For purposes of IC 14-22 (A) to kill, shoot, spear, gig, catch, trap, harm, harass, or pursue a wild animal; or (B) to attempt to engage in such conduct.
