I imagine the "cancel the season" option is listed only so there is a more extreme choice than what is likely to be ruled. My guess is they make it bucks only, no exception, and hope for a mild winter.

I go to the UP annually and I have not seen a deer there in years. All my buddies up there struggle to fill the freezer.
Something needs to be done about it.

While wolves do contribute to the deer reduction up there, the biggest reason for the drop in harvest rates last year (at least for the gun season) was the snow. They got DUMPED on right before gun season opened up and many couldn't even get to their hunting areas. Then there most likely was a lot of winterkill this year too, which won't help the herd.
It's hard to deer hunt when there is 48" of snow on the ground...........
