Morrison, thanks for answering the barrel length question.

Now, if a handgun has a center grip and there's no way for it to be converted to a shoulder fired weapon, can it be 29" long from stem to stern?

The determining factor is the type of firearm as it is registered with the ATF. It cannot be a firearm that was 'designed' to be fired from the should. If you can provide the type (make and model) of the firearm I can do some research to get you a more accurate answer. Thanks.
