The neighbor and I were talking the other day. He's under the impression that it wasn't legal to have a .22lr or a .223 rifle while bow hunting or gun hunting for deer in addition to the primary deer weapon.
.22lr for squirrels or .223 for coyotes. The proper license and/or permission slip would be in your possession of course, and the animals would be in season.
I thought it was legal.
What is the correct answer?

There is no statute or rule prohibiting the possession of the firearm while deer hunting. The prohibition is in the use to take a deer. I would caution a person that was bow hunting and decided to 'glass' a deer utilizing a scope on a rifle that was not legal to take a deer with. Our Officers are fair but they are not mind readers.
