The Indiana Administrative Code does not state a limitation on the number of poles that can be used on the Ohio River. In State of Indiana waters, a person is limited to three poles.

Baiting is the placing, directly or indirectly, of salt, grain, or OTHER FEED for the purpose of luring the species being hunted to the area. Manure is typically NOT considered "other feed." The farmer is not cleaning his barn for the purposes of attracting waterfowl.

If a person is hunting public land, the information you provided is correct. If a person is hunting on private property, the statute below is applicable.
IC 14-22-2-8 Deer hunting; permitted firearms; required report
Sec. 8. (a) This section applies to a hunting season beginning after June 30, 2016.
(b) A hunter may use a rifle to hunt deer on privately owned land subject to the following:
(1) The use of a rifle is permitted during hunting seasons established by the department.
(2) The rifle must be chambered for a cartridge that fires a bullet that is two hundred forty-three thousandths (.243) of an inch in diameter or larger.
(3) The rifle must fire a cartridge that has a minimum case length of one and sixteen-hundredths (1.16) inches, but is no longer than three (3) inches.
(4) A hunter may not possess more than ten (10) cartridges for the rifle while hunting deer under this section.
(5) The rifle must meet any other requirements established by the department.
(c) The use of a full metal jacketed bullet to hunt deer is unlawful.
(d) The department shall report on the impact of the use of rifles to hunt deer under this section to the governor and, in an electronic format under IC 5-14-6, the general assembly before February 15, 2020.
(e) The department may adopt rules under IC 4-22-2 to authorize the use of rifles on public property.

Trapping and hunting is allowed on National Forest land except in recreational areas with designated boundaries, the Pioneer Mothers Memorial Forest, or where it is actually posted. www.fs.usda.gov

Indiana law requires the hunter to make a reasonable effort to retrieve the injured game.
Any issue a member of the general public wishes to be addressed in an administrative rule can be provided to the Department of Natural Resources or the Natural Resource Commission. When such items are submitted, the submission is reviewed by a committee (made up of individuals representing the divisions most directly impacted) and a response is provided to the person making the submission.
The committee conducting the review will consider various factors. The factors may include but are not limited to: - what is the purpose of the submission, - the number of people the possible regulation would affect, - is there a regulation in place to address the issue, - if a regulation was created, would it be enforceable, - is there a financial impact to the public, - would a regulation accomplish the expected or desired outcome, and - is the expected outcome and other factors worth the benefit of implementing the regulation.
As for personal thoughts, I can speak with people individually as to my opinion of what should and should not be regulated by Indiana Code or Indiana Administrative Code. However, I limit my responses on this website to what is factual and supported by current regulations. By limiting or removing my personal opinion, it provides a forum where a person can be confident the information provided is accurate and relied upon to be legal without fear of personal bias or interpretation being interjected.
