A neighbor of my parents have a 'rat problem. They have tunneled under his seawall on a public lake and now it's starting to cave in. He wanted to borrow a couple of conibears, but I thought I'd ask here first. Can he trap them out of season? If so, what steps does he have to take to legally do so?
The lake is in Starke County

Only if the sea wall/property belongs to the neighbor of your parents can your neighbor trap the rats. This can be done anytime as long as it is done by the landowner on property belonging to the landowner. A conservation officer must be contacted within 72 hours of the capture. The only other option is for him to hire a licensed nuisance wildlife trapper or allow them to be trapped during trapping season.
