I'm just trying to make sure I'm correct in reading the laws about legal handguns.
If I got a single shot .30-06 handgun, say the TC Encore, and I shot a Remington CoreLokt bullet that has an lead tip....would this be a legal setup?
Also, if this is a legal setup...does anyone know a manufacturer of a gun like this other than Thompson Center

yes, a 30/06 in a handgun is legal for deer in IN during the firearm season. I don't think there is anything that restricts the kind of projectile you can use, but I'm sure that bullets with lead tips or noses are legal.
There are various bolt action guns out there. Remington and Savage (Striker) both made versions. I don't know if any new bolt action guns are being made.
I've thought about getting a Striker in 260 Remington, 243 Win, 7/08 or something similar, but never got inspired enough. I'd imagine a 30/06 would be a handful.

Magnum research made one called the Lone Eagle. They are out of production now, but some still around.

XP 100 from Remington and the Savage Striker are the two most common bolt handguns you will find. I don't think either one was offered in a "long action" version- IOW, the .30-06 won't be found in a factory gun (there is a .30-06 XP listed on Gunbroker but you'd have to remove the bolt to eject an un-fired round). I think Weatherby also made a bolt gun, but from everything I've heard, the accuracy is not good. I think RamPro had a bolt gun for a while, but I'm not terribly familiar with them. T/C Encore's will handle most chamberings. T/C Contenders and G2's will handle the lower pressure stuff but there are still a LOT of legal chamberings in either platform. The Lone Eagle is also an option. MOA Corporation has a falling block action that is one of the strongest and is definitely very accurate. I'm not sure what chamberings are available, but several bottleneck and straightwall cases for sure. Best bet is to find one used; there's a fairly long long wait after ordering one right now. EABCO's BF pistol is another falling block action. The older versions are supposed to be pretty good, the newer ones not so much. Revolvers are an option- Dan Wesson, S&W, Ruger, etc, but most of those will be straightwall cases. The last option I can think of right now is a custom build off either a new Savage un-designated action or an XP 100 clone (I can't think of who is making those right now though ). Either way, you are looking at decent outlay of cash to complete, but you will likely end up with a very accurate gun in the end. Good luck.

You can, you just have to get a bolt gun chambered for a legal PCR round, I know a fellow that has a bolt action rifle custom chambered for something like a .357 WSSM wildcat (not sure of the exact specs), it is a centerfire high power rifle (too me). It fits the bill as far as PCR goes. I questioned him on it and we got out the calipers and that round was pretty much at the maximums allowed by law. Not my cup of tea, but it is an option.

Gunsafe- there are many pistol caliber rifles out there in several platforms. Most are in lever action (cowboy), Puma makes them in 357, 45 LC, 44, 44mag, and a couple of others. Ruger has several including a 44 mag carbine. Just look at the websites for several brands, start with Puma, Taurus, Ruger, Marlin. Not real sure about Remington or Winchester.
