I read the in.gov web page about navigable waterways and understand 99% of it, but: 1) How can a hunter determine what the high water mark is? 2) If while floating down a navigable waterway while duck hunting, you drop a duck in the adjoining field. Can the dog be sent to retrieve the bird? The hunters would stay in the boat.
Just thinking about hunting opportunities for next year, and want to be sure it's legal before looking for a boat.

The 'ordinary high water mark' is the demarcation of where the river bank and the permanent vegetation, so to speak, meets. Sometimes its simple to determine, other times it is not. When in doubt, back out. Technically, yes, you are required to have permission from the landowner to send your dog onto his/her property to retrieve downed game.
