I've had many a conversation with local CO's and posed a question or two here confirming what is sufficient effort to shut down a mineral site prior to the 10 days before the season (typically do it 30 days prior to be safe) i.e. digging up suspected soil, covering the then dug site with deadfalls/branches/boards/fencing what not.
This year we had the idea but I wanted your opinion on it. Would installing fence posts and install a chain link like fence (one with the small holes) surrounding the mineral sits say 5-10 feet in diameter be in your opinion and by the IN law sufficient effort to shut down the mineral site?

I believe this would be sufficient as long as the fence was high enough to prevent the deer from access the fenced in area. The Indiana Administrative Code states that the bait and the effected soil has to be removed. I believe that you would be meeting the intent of the IAC if the bait is removed and access to the effected soil is removed.
