This has been going on for a long long time. Long before Obama came into office. I remember when the authorities turned the big fire hose on the protesters years ago in the 1960. Those were the times that the authorities should have started shooting the looters on site. The trouble is that many protesters are not looters and are really just innocent by standers to the looters. But all it takes is a few looters to ruin the protest. We have a problem no doubt. These people have learned that to get what they want they have to burn something down to get noticed. And the Press makes it all the worse IMHO. They had a curfew in Baltimore yet the Press people were allowed to be out on the streets after the Curfew started. Why are they exempt from the Curfew? They encourage more riots in other cities when CNN, MSNBC and Fox all broadcast every little detail of what's going on in Baltimore or Ferguson.
I remember when the National Guard opened fire on protester and innocent students at Kent State University and some died as a result of that incident. If you are too young to remember that then I would encourage you to look it up on Wikipedia or Google "Kent State Shooting". Some of the kids that were shot and killed by the National Guard Soldiers were innocent by standers that were just there to watch what was going on.
This country is in trouble when the fear of the law is not present anymore. When thousand or hundred start to challenge the laws and are portrayed as Heroes on National TV then it's no wonder this keeps repeating itself over and over again.
