Out of the millions of arrows launched yearly, these are usually the only ones that make the news.

Yeah, 'probably' a target arrow or an arrow used for deer hunting' . . . . 'poor widowed mrs swan' . . . 'fatherless little swans' . . . . They sure did not play this up to the hilt, now did they? MSNBC . . . are they related to the IndyStar? No mention of any possibility of being accidental. Absolutely presented as ' typical of sicko hunters'. Gotta love the honesty and moral fibre running rampant in the media today.

OK.
The arrow only penetrated a few inches. I guess that means 1 of 3 things.
1. The swan somehow managed to pull it almost completely out and then stopped (unlikely)
2. The arrow was shot from a great distance away and was a complete freak of nature accident (not impossible buy it would be a weird accident)
3. The arrow was shot from a very low poundage bow that might suggest a child was responsible (this is IMO the most likely scenario)
I remember when I was a kid shooting squirrels off of our bird feeder with my bow ........ none of them made the news though.

No mention of how destructive these pest are. It is not the trumpeter swan, it is a freaking mute swan.
Bad press no doubt, that is why we can not shoot them anymore cause they are pretty to look at by the lake owners.

Unfortunately, no accompanying story about how introduction of the mute swans is illegal and the amount of damage these swans do to the environment. But, we wouldn't ever want to tell both sides of the story. The bird never should have been shot like that and I'd never condone it but a follow up story on the destruction these birds do to the habitat would go a long way in hopefully getting people to stop introducing them to the wild.
