A farmer spreads manure on his fields as part of his normal agricultural farming process and waterfowl are feeding that field. Is that considered a baited field or can it be hunted for waterfowl?

Baiting is the placing, directly or indirectly, of salt, grain, or OTHER FEED for the purpose of luring the species being hunted to the area. Manure is typically NOT considered "other feed." The farmer is not cleaning his barn for the purposes of attracting waterfowl.
