I personally, experienced more buck movement during daylight hours last year than I ever have. From getting close to a shot on a 130's buck at 10 AM in October to having 5 bucks chasing 1 doe around at 1 oclock in the afternoon in late November and many occurences in between. The buck I shot on November 22 got out of his bed almost 2 hours before sundown. Now, I know that these weren't all big, mature bucks... but some of them were. Most of the bucks I saw this year in person and a lot of the ones I got on camera, including 9 or 10 mature bucks were closer to the middle of the day than to sunrise or sunset. Just my experience this year.
That being said, I do think that winter (and its weather) is starting way later and ending way later than it used to. When I was a kid (I'm 30 now and live 6 miles from the house I grew up in), we'd usually get snow and cold most of December and the winter weather would be pretty much over by late February/early March. Now, it seems the winter weather doesn't start until January and the last 4 years running, we've gotten a fairly substantial snow in mid-April. 2 years ago, we had a heavy frost in mid-May. I know the farmers planted way later this year in my area because ground temperatures were not condusive for planting during the normal planting time. Planting for most was delayed almost 3 weeks simply due to tempratures being too low.

My guess the person that wrote the article or reference is one of those with lots of cameras and stuff and was in the woods from spring to fall long. Rack hunting, mushroom hunting, food plot planting, cameras and replacing batteries, moving cameras, scouting late summer-fall and putting up stands and or blinds etc.
