EXTRA Archery License

What is an "Extra" Archery License used for?
I can buy two Archery licenses for a total of two deer, so what's the extra one for?

A second archery license was considered an 'extra archery' license when we had over-the-counter, hand-written licenses. Any archery license after the first one purchased was an 'extra' license. Extra archery licenses were, and still are used for the Urban Deer Zones.
