Keeping legal fur.....

A friend wants to know the proper way to keep fur he legally caught this year. Instead of selling a few mink, he wants to make quivers with them. He needs to know how to do this legally. Does he need to have the fur "certified" since he wont be selling it to a dealer this year? If so, who does the certifying and what else may he need to know? Thanks in advance.

He cannot keep 'green' fur after certain dates...Mink are illegal to possess after Feb. 20. He should have already started the tanning process or sent them to a furrier, like Moyles in Idaho, that tan fur.
