IDNR rule changes

I know the IDNR has a complete list of all changes made over the years.
Is there a listing viewable online somewhere?
Just curious, as there are a great many claims as to what 'the rules used to be'.
It would be interesting to have the dates the changes were actually put in place.

Not sure if anyone ever compiled a history of changes made over the years, but I doubt it.

It is certainly not on line anywhere.
