what can a property owner do to get rid of muskrats out of trapping season. can they be trapped with a nuissance permit?

Yes, but as a landowner, you can take nuisance furbearers year-round that are causing you property damage without a permit, as long as you contact a CO within 72 hours of the animal's demise/dispatch.
