I noticed that in the 2006-2007 Hunting and Trapping Guide, page 4, it states that "In order to purchase a hunting license, anyone born after Jan.1, 1986 must successfully complete a hunter education class offered by the DNR."
However, on the state's DNR website and on the IHEA website, the born-after date is listed as December 31, 1986.
I have a nephew who was born between those dates, and he's never had a problem getting his license.
Has the date been changed, so that now he does indeed need the HE card, or is this a misprint on the Hunting Guide?

It is a typo/misprint. The law states that anyone born after DECEMBER 31, 1986 must successfully complete a hunter education course to purchase a hunting license.
The regs should have read, "...anyone born on or after January 1, 1987 must successfully ........."
