In duck/goose hunting, it is against federal law to carry lead shot. How does this affect personal protection carry? I mean, it says 'shot', and a bullet is not 'shot' in the first place. Also, as there are plenty of bullets out there now which are solid copper and contain no lead in the first place, what is the actual ruling in this case?

To the best of my knowledge, FEDERAL LAW prohibits one from possessing a rifle or handgun while hunting migratory waterfowl. See the Migratory Bird Treaty Act for additional information.
