First, since you cannot reply here, what does the 'Goats' mean MIG? I have no idea what you are trying to convey with that answer. As for the answer to the baiting question, it is evident this needs correcting. Any advice as to who to contact to get this looked into? As per your answer buster, it is up to the sole discretion of the CO. That's just Not acceptable. And not being aware of someone ELSE'S bait or feeder is no excuse. Not acceptable. And a person who hunts on their own property, using no bait, is illegal if there is bait or feeders on an adjoining property which might attract deer. Not acceptable. Your neighbor could effectively keep you from hunting simply by putting out feeders on his property during deer season. How in the world long has it been this way, and how do I get it looked into. While I am sure none you CO's on here have an attitude problem and feel you are above being questioned, and would never abuse the overly wide discretion of this law simply because you just didn't like the guys 'attitude' you were checking out, there are many who would. And many who have. There is no reason for this at all. And no justification. It is simply a bad law allowing extreme abuse of authority. Now, whether you agree or not, where do I address this at? Any advice would be appreciated.

Smiles,
It seems goats eat everything and leave nothing behind......theres your checks and balances. It was a joke....you know, like you do on here also? The problem with your post is that I had a hard time finding a question. Seemed more like you wanted to rant about the issue than ask a question about it. We do not debate the laws on "Ask the Conservation Officer". If you want to debate it, take it to another area of this site. If you have a question, feel free to ask.......but if we have to sort through your post to figure out what you are trying to ask.........your question may not get answered since we can't figure out what you want?
Every law enforcement officer in Indiana has to exercise discretion on a daily basis......Not just CO's. Thats why we write people tickets, sometimes warnings, and sometimes verbal warnings. That's just the way it is............Welcome to the United States of America! It's a lovely place to be!
As far as how you would address your issues with this law........well, it appears you found that out on your own (according to your post in "Outdoor related Legislation"). If you think that this law is "Not acceptible", then exercise your right as an American to protest. Good luck.
