Could a person legally buy owl feathers? I remember going to a demonstration years ago and a guy had two wings, one owl the other crow I think, he would let you beat both wings in the air and the owl was silent.
This got a discussion going on owl feather fletchings and if a traditional hunter could make arrow flight more silent by using owl feathers. I have been told if you have any part of an owl it is against the law, but I didn't know if a person could legally obtain feathers to play with on fletchings or not.

Documented Native Americans may possess parts/feathers of some federally protected birds. Some other people are allowed to possess them for educational purposes (which requires a special permit) Those are the only ways to legally possess them.
