Youth deer and apprentice license

Are those youngsters with an apprentice youth hunting license going to be excluded from participating in the youth deer hunt? From the regs:

"The youth hunter must possess a
valid youth hunting license, which includes the
completion of a hunter education class"

It is my understanding that they ARE allowed to participate in the youth hunt, provided that they are 15 years old or younger AND accompanied by a LICENSED adult, 18 years of age or older.
