State Stocked Private Waters

Couple questions pertaining to fish stockings. If you don't have the right info can you let me know who to contact?

1. Will the state stock a new privately owned lake with the condition that the waters must be public for "X" amount of time?

2. If #1 is yes, then how can I find out if this specific lake was stocked by the state?
