Blaze orange and ground blinds

What is the law on blaze orange and hunting from a ground blind? Is it supposed to be displayed outside the blind? I stumbled on to a guy sitting in a blind in thicket and didn't see it till I was right on it. Could have been a bad situation if a deer had come through at the wrong time!

I would rather see the orange posted over the blind, visible 360 degrees. However, the law reads that it must be worn as an outer garment.
