This is a kick boat: It's propelled by the user with swim fins in the same manner as a float tube(belly boat). Does this require registration as a boat, and pay use fees at a lake such as Patoka?

As long as it is not motorized, registration is not required. However, if used on a DNR body of water, a Non-Motorized Lake Use Permit would be required. Don't forget your personal flotation device.

Look at the picture, its a boat, and it is used to transport a person on the water, even though it would be under human power, such as a canoe or kayak. Yes, a PFD is required.

I'm not argueing, just asking if a belly boat requires PFD's as well. You know, the inner tubes you float around and fish in? I see why the kick boat requires them. Just wasn't sure what the rules are for belly boats since you are in a flotation device already.
