Health Hazard permit

Rochester city golf course, and Mayor Mark Smiley claim they have gotten a health hazard permit to kill as many geese as they can on the Rochester city course. Can you guys check on the permit and legality behind this. Federal birds being killed with a state permit??? They are trying to keep it on the down side and not talk about it..
