My friend who lived in Indiana now lives in Florida and is a LTL holder. Can he apply for the state park deer reduction hunts? It says in the rules you have to be a Indiana resident but another person on here says he lives in Ohio and is a LTL holder, applied, got drawn and hunted. Are LTL holders considered resident hunters even though the don't reside in the state?
