fishing hook restrictions

i was reading that a single hook can not exceed a 1/2'' from point to shank and a treble hook can not exceed an 3/8''
is that right? allot of my lures exceed that, just about all rubber worm hooks are bigger than a 1/2''.
and a second question are conservation offices state or federal?

Curious where you saw something on hook restrictions. We are state employees, with state and federal credentials.
