Is it legal to use a public road or bridge right of way to access public waters such as a navigable stream or river? Some states have specific laws to address this, couldn't find anything for Indiana.

The only concern would be if there was no actual right of way. In this situation, you would have to have permission from the landowner. A person would have to check with the local surveyors office to find if a right of way existed due to every bridge and road being different.
