Morrison ,
If I understand what you have stated correctly, one cannot posses a handgun or rifle while goose hunting due to federal laws regarding only non-toxic shot being in possession while waterfowl hunting.
Would it then be legal to be in possession of a rifle or handgun while waterfowl hunting if the firearm were loaded with rounds that were made of copper or one of the other lead free rounds that are now on the market?
