Wouldnt firing a firearm inside city limits be illegal though?
The hunters actually sit on the backstop/hill of a FOP shooting range and the tree line around it to hunt the deer - in a corn/bean field. The hunters are related to the land owner and have permission to be there. There is, at least at times, a DNR officer that comes through (neighbor fired off his muzzle loader when the officer was in the woods behind his house) - shouldnt he at least warn the hunters about firing off a firearm? ----When my neighbor fired off his weapon, the DNR officer came back with city cops and gave him a warning.
I dont know if there is a city ordinance prohibiting hunting here - I dont think so.
Would you recommend simply calling DNR when I see them hunting with firearms?

Whether discharging a firearm within city limits being legal depends on the city ordinance.
However, if they are at a shooting range, I would think that there was not an ordinance against shooting in that area.
As far as the warning issued to your neighbor, I have no idea what the warning was for.
The local Conservation Officer would be more educated on the area and the ordinances that apply then I would be due to my not working the area. Contacting the local Conservation Officer and addressing these questions with him would definitely be a good idea.
