In county's that allow atv's on county roads do you need to posses a drivers licence?

In order to ride on a county roadway that is legal for the operation of an Off Road Vehicle, the operator must have a valid drivers license.
IC 14-16-1-20
Operation on highways and roads
(c) An individual may not operate a vehicle on a public highway without a valid motor vehicle driver's license.
