Thanks for the reply, here I'll elaborate. With the extreme drought and our inability to get our creek culvert put in (due to time) the deer just simply don't have much water around us like normal. We figured burying a small tub or kitty pool this year would get water available till next year when we can finally tackle the creek problem.

I was not able to locate anything that makes that illegal. I do not see where this would be an issue.
