Bluegills for Bait

I have heard information both ways, so I thought I'd ask you for clarification.

If bluegill minnows are caught in trap in a creek, is it legal to use them as bait in another body of water?

Also, if you are fishing in a pond/lake and catch a small bluegill, is it legal to put it on a hook and use it as live bait?

Indiana does not have a size limit or bag limit for blue gill. Therefore they may be used for bait as described in the scenarios above.
