I have a handicapped hunting permit do I have to buy a crossbow licence since it alowed me to use it during all of archery be for thank you

The original use was to allow a handicapped hunter to use a crossbow when that was not legal for everyone. Now that it is legal, you would need to purchase a crossbow license.
