Tags needed for taxidermy mounts?

A question has come up on another thread. What are the laws about deer mounts and tags? Is the hunter responsible to have tags for deer mounts? I know that they are necessary to have for the taxidermist, but I thought the hunter's responsibility ended there.

Although most hunters maintain the tag with the mount, I cannot find any place where it is required by statute or administrative rule.
