Can you use the licese bundle for 3 antlereless

I talked with the local CO here, and i asked if the license bundle could be used to take three does if you were unsucessful in taking a buck, and he told me as far as he knows you could but he wasn't real clear since this is the first year. So would a hunter be able to use all the tags for does.

At this time, the license bundle allows an individual to take one antlered and two antlerless deer. There are talks about changing it in the future but as of now this is how the administrative rule reads.
