My new brother-in-law will be visiting in a few weeks and would like to tag along on a hunt. He has absolutely no interest in hunting himself, but finds it very interesting. Does he need a license? He is a non-resident and paying $300+ to go for a walk would be crazy.

The statute only requires a person to purchase and possess a license if they are participating in the hunting of a wild animal. He walks with you rabbit hunting (not in possession of a firearm or bow), he would not need a license. However, if you are using him as the 'dog' to scare the rabbits out of a brush pile, he is participating in the hunt and would be required to have a license.
