Are there any new laws that we need to know about that start in 2016? Especially deer hunting regulations?

Not that I have been made aware of. The rule package has not been discussed at this point. any changes that take effect, typically occur on July 01 when the state begins its fiscal year. I will post any new regulations on here prior to them becoming effective, if any.
