Would shooting over a dumpster or garbage can be considered baiting?
Would hundreds or more crows roosting in a parking lot, on semi trailers, and buildings, defecating on everything be considered a health hazard?
Is there any law against shooting crows on the roost? Our building, parking lot, and semi trailers at work have become a roosting area lately to hundreds, possibly thousands of crows. They are in the dumpsters and dragging out trash in the lot. The owner wants them gone and we have tried several things to scare them off, but they always return in minutes. He said he didn't care if we shot them and threw them in the dumpster. Was thinking about a pellet rifle, but want to be sure if legal first of course.

No. The garbage was not placed for the intention of allowing the crows to ingest it. As far as the roost, it is not illegal. I have posted the administrative rule below. You are describing them as being "concentrated in numbers and in a manner that constitutes a health hazard or nuisance".
312 IAC 9-4-7.2 Brown-headed cowbirds, common grackles, red-winged blackbirds, rusty blackbirds, Brewer's blackbirds, and crows Authority: IC 14-10-2-4; IC 14-22-2-6 Affected: IC 14-22 Sec. 7.2. An individual may take: (1) brown-headed cowbirds (Molothrus ater); (2) common grackles (Quicalus quiscula); (3) red-winged blackbirds (Agelaius phoeniceus); (4) Brewer's blackbirds (Euphagus cyanocephalus); and (5) American crows (Corvus brachyrhynchos); if the birds are committing or about to commit depredations upon ornamental or shade trees, agricultural crops, livestock, or wildlife or concentrated in numbers and in a manner that constitutes a health hazard or nuisance
