Since this whole Crow thing comes under the Bird Treaty Act of 1918 are guns required to only hold 3 shells?

Not for crows. 50 CFR 20.133 establishes the only restrictions on crow hunting to be what is allowed by state regulations that the state developes using the guidelines under 20.133. All other migratory game birds and waterfowl have the restriction of not being capable of holding more than three shells.
I have to admit...I have eaten my share of crow over the years but I don't believe I have even heard of it being discussed over a long period of time as it has been over the past few days. Good discussion.
