I read a post in which you responded to involving mineral sites on public land. From what I read and not your exact words you need property managers approval for it to be legal. There are public properties that do not have an on site manager. so how would one go about seeking approval to ensure any activities involving mineral sites stay within the law? Thank you in advance for any help you can be

All properties have a governing body, whether it is an onsite manager or an agency/department that oversees it. The county records would indicate who the property actually belongs to and only that owner or the owners representative could provide the permission required.
