If one of my buddies came to Indiana to run beagles during the off season, what is required of him license wise.

In order to run beagles, outside the 'taking' season a person is required to have a hunting license. The only exception listed in statute is a person under the age of 13 who is accompanying a licensed hunter over the age of 18 and the person under the age of 13 does not possess a firearm or bow.
If the person is not a resident of Indiana, the person would be required to purchase a nonresident hunting license.
