I found owl wing feathers on ebay. They are from a seller in China. Would it be legal to buy the feathers?

According to state and federal regulations, you would need to obtain a federal permit for any protected and endangered species which includes any part of that species prior to possession or transportation of the species or any part even if purchased outside the United States.
Short answer, it would only be legal to purchase them if you have the proper federal permit.
