While I saw several DNR posts this year where someone was cited for hunting over bait with corn, would open "mineral licks" for deer also be considered bait while turkey hunting?

The Indiana Administrative Code pertaining to hunting wild turkeys over bait is posted below. While administrative code list "salt", it does not specifically list any other minerals. A mineral block would not typically be considered an attractant for turkey. Whereas, corn is a known food source for turkey.
(q) As used in this section, "bait" means to: (1) place; (2) expose; (3) deposit; (4) distribute; or (5) scatter; grain, salt, or other feed to lure, attract, or entice a wild turkey to an area where a person may take the wild turkey.
