Can a 14 year old operate a Bass boat on public waters with the trolling motor only? The boat has a large outboard but it will be raised out of the water in a non operating state. Thanks

There is no age requirement to operate a boat with a motor less than 10 horsepower. In order to operate a boat with a motor greater than 10 horsepower, a person is required to have a driver's license or be 15 years old with a boater education card and a picture ID issued by the BMV.
The answer to your question is " Yes he can operate the trolling motor"
