My son is 6yo. He baits his own hook, but sometimes needs help in removing it from a fish. My wife usually gets her own fishing license, but now just wants to assist him and not fish herself. If my wife and mother in law take him fishing, and he is the only one with a pole, do they need to have fishing licenses because they are "participating" by removing the hook? No fish are kept when they go. Thanks.

Our officers have a lot of discretion in these situations. If they are only assisting with removal of the hook from a fish that has already been caught by someone else, they would not need a fishing license. whether the fish is released after it is removed has no influence on the license requirement.
However, if the actions of the person demonstrate the person is the one actually fishing such as casting or retrieving, a license would be required. The actions observed by the officer will be used to make the determination.
